Nuclear Power Plant Operation Regulations

In order to effectively regulate Nuclear Power Plant (NPP) operational safety, the Nuclear Safety Commission (NSC) regularly conducts safety reviews, carrying out on-site inspections of various types, holding regulatory meetings, consulting advisory committees, and communicating with nuclear regulatory authorities of other countries.
There are several kinds of on-site inspections, such as resident inspection, project team inspection, and unannounced inspection. In conducting resident inspections, the NSC dispatches its inspectors to all of the NPPs to inspect their operational conditions. In addition, the NSC also conducts Reactor Oversight Process team-inspections as well as team-inspections of post-Fukushima safety enhancement measures. Improvement notices regarding inspection findings are issued to the Taipower Company (TPC) and corrective actions are taken by the TPC accordingly. Unannounced inspections are also carried out in order for the NSC to assess the alertness of NPP staff members working on night shifts and on public holidays.
To increase the effectiveness of operating NPP safety regulations, the Advisory Committee of Nuclear Safety (ACNS) convenes meetings for the discussion of NPP safety regulation related issues. The NSC collects opinions from the meetings to use as references for the enhancement of NPP safety regulations. The NSC also regularly holds NPP operation regulatory meetings in order to communicate and discuss NPP operational safety issues with the TPC.
