Nuclear Power Plant Decommissioning Regulations

The three nuclear power plants in Taiwan, namely the Chinshan, Kuosheng and Maanshan NPP, are owned by the state-run Taipower company. Each NPP has two units. The operating license of Chinshan NPP Unit 1 was the first of them to expire. The expiration took effect in December 2018, followed by Unit 2 in July 2019. The operating licenses of Kuosheng Unit 1&2 expired in December 2021 and March 2023, respectively. Finally, the operating licenses of Maanshan Unit 1&2 expired in July 2024 and May 2025. Each of the six nuclear power reactors enter their decommissioning period after the 40-year operating license expires.

According to the "Nuclear Reactor Facilities Regulation Act", the decommissioning of a nuclear reactor facility shall adopt the dismantling strategy prescribed by the competent authority of Nuclear Safety Commission (NSC). The decommissioning plan of each NPP shall be submitted to the NSC for review three years prior to the scheduled permanent shutdown of its Unit 1 reactor. The Taipower Company submitted the decommissioning plan of the Chinshan NPP to the NSC for review in November 2015. The NSC completed the review in June 2017. Combined with the Environmental Impact Assessment (EIA) report reviewed and approved by the Ministry of Environment (MOENV) in May 2019, the NSC issued the decommissioning permit for the Chinshan NPP on July 12, 2019 and the decommissioning permit took effect on 16 July, 2019. The decommissioning of the Chinshan NPP shall be completed within 25 years of the permit date. 

In the case of Kuosheng, the NPP’s decommissioning plan was submitted to the NSC in December 2018, and the NSC completed the review in October 2020. The NSC will issue the decommissioning permit for the Kuosheng NPP after receiving the confirmation that the EIA prepared by the Taipower Company has been approved by the MOENV. 

As for the Maanshan NPP, the Taipower Company submitted its decommissioning plan to the NSC in July 2021 and the NSC completed the review in April 2023. The NSC will issue the decommissioning permit for the Maanshan NPP after receiving the confirmation that the EIA prepared by the Taipower Company has been approved by the MOENV.
