Agreement for Cooperation Between TECRO-AIT Concerning Peaceful Uses of Nuclear Energy
For promoting the peaceful use of nuclear energy, the Republic of China (ROC) and the United Stated signed the Agreement Concerning the Civil Uses of Atomic Energy and its amendment in 1972 and 1974, respectively. This agreement lays out the foundations for cooperation of nuclear safety, security, safeguards as well as civil applications. To continue the cooperation and strengthen the commitments on nonproliferation , both countries signed the successor agreement through the Taipei Economic and Cultural Representative Office in the United States (TECRO) and the American Institute in Taiwan (AIT). The new agreement entered into force on June 22, 2014.
The Administration Arrangment Concerning Peaceful Uses of Nuclear Energy
The purpose of this Arrangement is to provide for the effective implementation of the provisions of the Agreement for Cooperation Between TECRO and AIT Concerning Peaceful Uses of Nuclear Energy, signed at Washington on December 20, 2013, and which entered into force on June 22, 2014. In addition, this Arrangement lays out the procedures for the reporting of third party uranium on Taiwan pursuant to the diplomatic exchanges of notes between the United States and Australia, Canada, and the European Commission.
Agreement for the establishment of Joint Standing Committee on Civil Nuclear Cooperation (JSCCNC)
Starting in 1984, NSC signed an agreement on civil nuclear cooperation with the United States with the assistance of the Ministry of Foreign Affairs and has established a foundation for implementation of a number of cooperative projects with the United States. The Joint Standing Committee on Civil Nuclear Cooperation was therefore established to meet annually and to review the civil nuclear cooperation between the two countries. Over the years, the TECRO-AIT JSCCNC annual meeting, held alternatively in Taiwan and the U.S., becomes the most significant event of mutual policy and technical exchanges in nuclear cooperation.
AEC-NRC Arrangement
Nuclear Safety Commission (NSC) and U.S. Nuclear Regulation Commission (USNRC), through TECRO and AIT, signed the arrangement for the Exchange of Technical Information and Cooperation in Nuclear Regulatory and Safety Research Matters on 4 January 2011. and renewed it on January 8, 2016. The content of the arrangement includes technical information exchange on regulation of safety, safeguards (materials accountancy and control and physical protection), waste management, radiation protection (environmental monitoring, personal dose evaluation, calibration, proficiency testing), nuclear security, emergency preparedness and environmental impact of designated nuclear facilities. Cooperation in Confirmatory Nuclear Safety Research, Training and Assignments, and Technical Advice are also included in the arrangement.
USNRC Cooperative Severe Accident Research Program (CSARP)
After the accident of Three Mile Island in 1979, NRC has established an international research program with the goals of understanding severe nuclear accidents, establishing severe accident analysis capabilities and developing severe accident management and guidance techniques. Taiwan and the United States agreed to work together in a cooperative research program for 5 years on August 3, 2011. and renewed it on January 30, 2017 for another 5
USNRC Thermal-Hydraulic Code Applications and Maintenance Program (CAMP)
The objective of this program includes sharing experience on code errors and inadequacies, cooperating in resolving the deficiencies, and maintaining a single, internationally recognized code version. The program aims at promoting the exchange of experience and sharing of information among the U.S., Taiwan and other participating organizations in regard to safety analysis techniques for nuclear systems. The information obtained through this program can serve as an important reference for Taiwan in conducting operational safety assessments. Taiwan and the United States agreed to work together in this program for 5 years on August 3, 2011. and renewed it on January 30, 2017 for another 5 years.
USNRC Radiation Protection Code Analysis and Maintenance Program (RAMP)
The field of this program includes radiation protection research, with the objective of improving and helping ensure the safety of radioactive material internationally. The program aims at promoting the exchange of experience on code maintenance, development, benchmarking and uncertainty studies for radiation protection and dose assessment codes. Taiwan and the United States agreed to work together in this program on January 15, 2016 for 3 years.
USNRC Scenario Authoring, Characterization and Debriefing Application (SACADA)
The SACADA is a software tool designed for the nuclear power plants’ operator simulator training for more effective training. The tool can be used to develop simulation scenarios, guide the post-simulation performance debriefing, and generate reports. The information collected in the SACADA system can be used to improve operator simulator training and human reliability analysis. The objective of this collaboration is for the Taiwan Power Company’s nuclear power plants use the SACADA system to facilitate their operator simulator training. The collected operator performance information will be shared with NRC to improve NRC’s human reliability analysis. The agreement is a five-year agreement which takes effect on June 7, 2016.
Statement of Intend Regarding Nuclear and Radiological Incident Response and Emergency Management Capabilities(SOI)
In 2011, Taiwan and the United States, through TECRO and AIT, singed the Statement of Intent to to cooperate with the following purpose to minimize the actual or potential radiological consequences to health, environment and property of an event involving nuclear or radiological materials worldwide. The areas of cooperation include exchanging experiences in emergency preparedness, notification and assessment of nuclear accident, medical advice, decontamination and recovery. Conducting joint training, drills, and exercises, continuing specific collaboration related to nuclear terrorism are also part of the cooperation.
