For many years, NSC has posted a cost-free expert at OECD/NEA to take part in the agency's activities in such areas as emergency preparedness, radiation protection, waste management and decommissioning. The expert also serves as a liaison officer between NSC and OECD/NEA, engaging in multilateral cooperation and exchanging relevant information. Currently, NSC is participating in NEA's Cooperative Program on Decommissioning (CPD), its joint Computer-Based Systems Important to Safety(COMPSIS)project, WGRisk (Working Group on Risk Assessment), and INEX (International Nuclear Emergency Exercise).

 Cooperative Program on Decommissioning (CPD)
This is an international cooperative program starting from 1985 for the exchange of technical and scientific information concerning nuclear decommissioning projects. The information exchange process includes biannual meetings in which decommissioning experiences are shared and a site of one of the participating projects is visited.

The purpose of this program is to share information useful for future projects based on past experience in the decommissioning of nuclear facilities and, through analysis of technical information obtained from various decommissioning projects, enhance nuclear facility decommissioning techniques.

Taiwan joined this program as non-OECD member country, under the name of Chinese Taipei. Other participants include Belgium, Canada, France, Germany, Italy, Japan, Republic of Korea, Slovak Republic, Spain, Sweden, and the United Kingdom.

 Component Operational Experience, Degradation and Ageing Program (CODAP)
The program combines two of the previous OECD projects: Pipe Failure Data Exchange Project (OPDE) and the Stress corrosion cracking (SCC) part of the SCC and Cable Ageing Project (SCAP). The OPDE project was established in May 2002 to create an international database on the piping service experience applicable to commercial nuclear plants and will be completed at the end of May 2011. SCAP, on the other hand, ran from 2006 to 2010 focusing on nuclear safety and plant ageing management. The objectives of CODAP include collecting information and establishing a knowledge base for general information on component and degradation mechanisms. Taiwan has been participating in the project since it first started in June 2011. Other participants include Canada, Czech Republic, Finland, France, Germany, Republic of Korea, Japan, Spain, Sweden, Switzerland and the United States of America.

 Computer-Based Systems Important to Safety (COMPSIS) Project
Nowadays software-based systems are widely used in operating nuclear plants. However, there is no international structured database to collect the failure modes of computerized systems. Therefore OECD established this project to offer a platform for different countries to share their operational experiences in the area of computer-based systems. The project encourages different countries to engage in multilateral cooperation in collecting, analyzing and sharing information related to computer system failures with the aim to find the cause and prevention of such events. The project was successfully run from January 2008 to December 2010. The Nuclear Safety Commission participated in the project on behalf of Taiwan. Other participants include Finland, Germany, Hungary, Republic of Korea, Sweden, Switzerland and the United States.

 Working Group on Risk Assessment (WGRisk)
The purpose of Working Group on Risk Assessment is to ensure the safety of nuclear installations by advancing the understanding of probabilistic safety assessment (PSA). Their work mainly focuses on human reliability, software reliability, and low power and shutdown risk. Taiwan participates in this working group as an observer.

 International Nuclear Emergency Exercise (INEX)
INEX is a national level emergency exercise in an existing power plant. Countries are invited to participate in the exercise using their current software, hardware, facilities, and procedures to deal with the emergency. They have to collect and analyze the information, and then make the decision in accordance to the accident. The objective of the exercise is to exam the aspects of accident planning, preparedness, and management. Taiwan has been actively involved in the exercise as an observer for many years.
