Despite its departure from UN and IAEA in 1971, Taiwan has remained its role as a strong supporter of the Non-Proliferation Treaty (NPT). Starting in 1995, NSC further assigned a nuclear expert to the Taipei Economic and Cultural Office in Austria as a liaison to assist in cooperation with IAEA. Cooperative activities include, among others, technical exchange to enhance Taiwan's nuclear safeguards capabilities, and coordinated efforts in carrying out routine and unannounced inspections, transparency visits and control of strategic high-tech commodities, thereby safeguarding Taiwan's rights and interests.
IAEA's Safeguards Transfer Agreement Relating to a Bilateral Agreement between ROC and USA (INFCIRC/158)
Nuclear safeguards inspection in Taiwan was first conducted by USA under an ROC-USA agreement on peaceful uses of atomic energy signed in 1955. After the international safeguards inspection mechanism was established within IAEA, Taiwan signed an IAEA-ROC-USA "trilateral" safeguards agreement (INFCIRC/158) at Vienna in 1964, thereby transferring the responsibility of safeguarding nuclear materials from the U.S. to IAEA.
Model Protocol additional to Safeguards Agreement
In 1998, Taiwan further agreed, through exchange of letters between NSC and IAEA, to implementation of the measures provided for in the Model Protocol additional to its trilateral safeguards agreement. The arrangement was made at a much earlier date than most of the member states of IAEA, demonstrating not only our sincere support of IAEA's policy of the peaceful use of atomic energy but our attitude of openness and transparency towards nuclear safeguards.
