The 2008 Nuclear Emergency Exercise Will Soon Take Place--(20080915)

The 2008 nuclear emergency exercise is scheduled to take place on September 23 ~ 25, 2008 (Tuesday ~ Thursday). The 2008 exercise will cover the emergency planning zone (EPZ) within 5 km radius of Maanshan Nuclear Power Plant in Hengchun, Pingtung County and designated forward command posts. Agencies to participate in this exercise include members of the National Nuclear Emergency Response Center (the Ministry of National Defense, the Ministry of Interior, the Department of Health, the Ministry of Transportation and Communications, and the Nuclear Safety Commission) as well as Pingtung County Government, Hengchun Township Office, designated radiological injury hospitals, and units of Taiwan Power Company (Maanshan Nuclear Power Plant, Emergency Execution Committee and the Third Nuclear Task Force of Radiation Laboratory). A total of 1,300 response personnel and 120 local residents are expected to join the exercise. 

Objectives:
1.To enhance the adeptness of relevant personnel to emergency response measures and bolster their readiness for nuclear accidents.
2.To step up the exercise of natural disaster response and test the ability of disaster prevention and rescue to ensure that preventive measures for nuclear safety are in place.
3.To familiarize local government leaders (county magistrate and town mayor) with the emergency response mechanism. 
4.To extend public participation, put into effect preventive actions, and build the correct concept of disaster prevention and response capability among the public. 
5.To verify the functioning of logistic operation facilities and sites for nuclear emergency response. 

Drills:
1.Maanshan Nuclear Power Plant - Emergency response drill for a magnitude 6.0 earthquake.
2.National Nuclear Emergency Response Center - drill of the nuclear emergency working platform (instant news release).
3.Regional Nuclear Emergency Response Center - Drill of public protection measures.
4.Southern Radiation Monitoring and Dose Assessment Center - Drill of switching to logistic operation site and wireless transmission operation of the environmental radiation measurement.
5.Southern Nuclear Emergency Support Center - Mobile modular personnel decontamination station operation drill.

The nuclear emergency exercise can examine government's readiness for emergency response, and in the process, discover potential problems. Further corrective actions taken after the exercise can help eliminate the blind spots in support and rescue activities. Through the exercise, emergency response units and personnel can better understand their own duties and collaboration in a teamwork environment. Public participation in the exercise can help build more confidence in government's capability and readiness in nuclear accident prevention and rescue.
