Public Protective Actions

Public Alert
A public alarm system has been set up within EPZ of each nuclear power plants. In case of an accident, an alert is sent to every broadcast station via a dedicated e-mail line. Plans also call for broadcast from air police helicopters, Taiwan Fishery Radio stations, and mobile radio stations, etc. In addition, coordinated efforts will be made through the mass media; therefore, the public will be informed in a timely manner so as to take appropriate protective measures (taking shelter, taking iodine tablets, and evacuation).
Shelter and Evacuation
Taking shelter can reduce radiation exposure. If a person is outside walking, he or she should quickly get into a steel reinforced concrete building. If in a car, then one should close doors and windows tightly and turn on the A/C recirculation function. In addition, people are requested to watch television and listen to the radio to learn more about the situation.
Rendezvous points and evacuation routes have been set up. When the accident conditions deteriorate to a certain situation, the National Nuclear Emergency Response Center will issue an order for evacuation. The public shall pack lightly, turn off all gas and electrical switches, close the windows, follow the instructions of emergency response personnel, and proceed to the pre-designated rendezvous points, board waiting vehicles and then leave for the accommodation areas. If there are students still in the class, the school will arrange directly for them to precede to the accommodation areas. There will be no need for parents to pick them up, thus avoiding the creation of a chaotic traffic situation.
Iodine Tablet Administration
The current policy is based on a four-day supply of tablets, two days worth of which are to be distributed to the public for their own safekeeping. The remaining two-day supply will be stored at various locations. When an accident occurs, they will be issued as needed at an appropriate time. The distribution of iodine tablets is limited to the area within the 8-km EPZ.
Medical Aid
Each nuclear power plant has a radiation injury trauma team. In addition, the Ministry of Health and Welfare has put together a nuclear emergency medical network and has set up primary, secondary, and tertiary radiation nuclear emergency hospital.
