To protect persons, property, society, and the environment from malicious acts involving nuclear material and nuclear facilities, NSC formulated "Regulations on the Review and Approval of Applications for Operating License of Nuclear Reactor Facilities" and followed the requirements of IAEA's INFCIRC 225 to regulate licensees.According to the Article 8 of the "Regulations on the Review and Approval of Applications for Operating License of Nuclear Reactor Facilities", the licensees shall submit a security plan to the NSC for review and approve.The security plan shall include:
  • Security organization and training
  • Security area and control
  • Physical barriers, Intrusion detection and alarm monitor system
  • Security communication and military & police support
  • Security system testing, maintenance, and records
  • Access controls, fitness for duty programs
  • Police deployment and operation
  • Contingency plan and insider mitigation program
  • Performance evaluation program
  • Other matters designated and decreed by the competent authorities 
The NSC oversees licensee's physical protection and concerning security measures in order to make sure the security plan being fully implemented.
