The NSC conducts regular communication tests with the IAEA, the US NRC, DOE/NNSA, and Japan NRA to ensure the effectiveness of communication links with these organizations. Additionally, the NSC actively participates in the IAEA-led Convex exercises and OECD/NEA INEX exercises, aiming to enhance Taiwan's emergency response capability and facilitate information exchange. This proactive approach is designed to enable Taiwan to seek external assistance and access pertinent information from the international nuclear community in the event of a significant nuclear emergency.
In accordance with the Nuclear Emergency Response Act and its Enforcement Rules, it is required to conduct periodic exercises at one of the Nuclear Power Plants. To enrich our understanding and draw from international experience, we established an international observer program in 2017. Through this initiative, we invite experts from around the world or representatives from other countries to observe our exercises. The primary objective of this approach is to extract valuable insights from their feedback and improve Taiwan’s emergency response mechanism.
