2011 Nuclear Emergency Exercise

A table-top exercise to address the critical issues in the first stage of field drill of the 2011 No. 17 Nuclear emergency Exercise was held by the Nuclear Safety Commission, on May 9th, with the participation of Chen Chun, the Vice Premier, the acting as the Commander-in-Chief and Tsai Chuen-Hong, the Chairman of the Nuclear Safety Commission acting as chief officer. Every department has been asked to participate in order to discuss multiple disaster prevention and the associated relief actions, the cross departmental response mechanisms, relevant policy, regulations and laws, as well as other important issues that are of major concern and central to the creation of foundations in the second stage. 

The 2011 Nuclear Emergency Exercise integrates the geographical characteristics of Taiwan as well as the experience learned from Japan’s Fukushima nuclear accident and assumes remotely severe earthquakes and tsunamis in the northern sea area, in which a variety of conditions have occurred from a nuclear accident to multiple severe disasters. The drill area is implemented in two phases, ‘table-top exercise’ and ‘field drill’, in order to combine central, local and public resources to consolidate the ability in overall prevention and relief.

The field drill, to be carried out on May 17, contains four stages:"Integration of the response mechanism behind nuclear accidents, disaster prevention and relief", "Multiple integration and allocation of people and resources (across departments, throughout counties and cities) behind multiple disaster prevention and relief","Large scale of evacuation, shelter and accommodation" and "Society order and public security protection".

The Commander-in-Chief Premier Chen Chun indicated that, although some of the executed exercises were called Multiple Exercises, they were in fact, mixed exercises and the connections among disasters could not be clearly seen; however, the assumed circumstances in earthquakes, tsunamis and nuclear accidents have been included in the discussion today which is more in keeping with the required situation. In addition, our Government is equipped with abilities to handle and has prescribed standard handling procedures for single accidents; new elements will be added from this foundation regarding the capability of handling multiple disasters.
