2010 Nuclear Emergency Exercise

The 2010 nuclear emergency joint exercise (Codename No. 16 NS Drill) is scheduled to take place on September 8, 14 and 15, 2010. The exercise will cover the emergency planning zone (EPZ) within 5 km radius of Maanshan Nuclear Power Plant in Hengchun Township, Pingtung County, and be held at the various nuclear emergency response centers and designated forward command posts. This exercise simulates scenarios in response to multiple-incidents (a generating unit at the power plant has an accident and a 5.0 earthquake hits during the emergency response process) to step up an integrating platform between the nuclear accident response system and the natural disaster prevention/rescue system. The exercise aims to familiarize response personnel at different levels of government (central government agencies, local governments, and township officials) with the emergency response mechanism, strengthen the readiness of relevant personnel and residents in the vicinity of the power plant, and boost public confidence in nuclear safety.
The exercise this year will be conducted in a manner quite different from that in previous years. In reference large-scale military and medical emergency exercises, the 2010 nuclear emergency exercise will adopt a two-stage approach, that is, table-top simulation is first conducted to come up with rescue plans for possible scenarios, then real-troop maneuver is carried out to verify the viability and effectiveness of the rescue plans. In addition, in response to the exercise assessment comments the NSC has received over the years, the NSC will conduct for add the first time scriptless drill of improvisational response to render the exercise more life-like and enhance the skills of the response personnel. A total of 1,500 response personnel and 120 local residents are expected to join the exercise.
Besides showcasing the professional skills of nuclear personnel in time of emergency, this exercise aims to form closer union with the military and natural disaster prevention/rescue systems in place so the different systems are familiar with one another and ready to support one another. The exercise also aims to unify the rescue capacity of the civic organizations and take the opportunity to invite public participation and keep the public well informed in the hope to optimize the response operation.
Objectives of Emergency Exercise
1.To consolidate the resources of central and local governments and to provide an integrated platform for nuclear emergency response standard operating procedures and real-troop maneuver.
2.To step up scriptless drill of improvisational response so as to hone the skills of response personnel.
3.To promote the application of response decision support tools so as to bolster the effectiveness of nuclear emergency rescue.
4.To take the opportunity of nuclear emergency exercise to step up public participation and communication and to propagate the correct concept of disaster prevention.
Features of the Exercise
1.Simulate scenarios in responding to multi-disaster to step up the smooth interworking between the nuclear accident response system and the natural disaster prevention/rescue system.
2.Adopt a two-stage approach – table-top simulation and real-troop maneuver:
‧irst stage: Table-top simulation (partially scriptless), September 8
‧Second stage: Real-troop maneuver (scripted), September 14 and 15
3.Add a control team to execute the partially “scriptless” drill of improvisational response.
4.Expand the participation of local residents and invite the participation of civic rescue organizations.
5.Change shifts of response personnel.
6.Exercise the use of decision tools (radiation dose evaluation system, accident evaluation system, disaster prevention electronic map, and nuclear emergency response platform).
7.Consolidate the resources of central government, local governments and Taiwan Power Company around the nuclear emergency exercise and step up public communication and campaign:
‧Hold press conference and town hall meetings before the exercise.
‧Step up the public campaign of emergency response among communities, local agencies, schools, businesses and social organizations.
‧Produce and broadcast promotional films.
‧Visit families residing in the emergency planning zone of Maanshan Nuclear Power Plant and extend invitation to watch/participate in the exercise.
