2007 Nuclear Emergency Exercise

The 2007 nuclear-emergency exercise is scheduled for August 21 and 22 in the emergency planning zone of Kuosheng Nuclear Power Plant (NPP) and its surroundings. Other than the members of the National Nuclear Emergency Response Center (including the Ministry of National Defense, MOI, DOH, MOTC and NSC), the units under Taipei County Government, Jinshan Township office, Wanli Township office, radiation injury responsible hospitals, Kuosheng NPP, Taipower emergency executive committee, and radiation labs will also take part in the exercise. As a total, there will be about 1000 contingent personnel and 600 locals participating in the exercise. 

The major purposes of this exercise include: 
1. To reinforce the grouped personnel's familiarity with the contingency measures in order to strengthen their ability to deal with nuclear emergency .
2. To verify disaster prevention and rescue competence, so that preventive measures can be taken in advance to ensure nuclear safety. 
3. To verify nuclear emergency response operating procedures. 
4. To help local chiefs (e.g. county magistrates and township leaders) familiarize with contingency mechanisms.
5. To expand the public's participation, implement protection action, embed correct disaster prevention concept and enhance response capability. 

This year's exercise focuses on the following items, three of which are physical demonstrations:
1. On-site drill according to Kuosheng NPP's emergency response plan, including specific items such as: 
(1)To rehearse equipment urgent repair at the full loop simulation center.
(2)To conduct drills on security protection and anti-terror operation.
(3)To rehearse decontamination on the injured rescue workers and transfer for third-level radiation injury medical treatment. 
2. The practice to run through the national nuclear emergency response center's procedure in making decision on evacuation.
3. The practice to demonstrate how regional nuclear emergency response center conducts evacuation.
4. The practice of radiation surveillance, nuclide analysis and wireless transmission conducted by the nuclear emergency radiation monitory and dose assessment center.
5. The practice of the nuclear emergency support center with the operation at the decontamination station.

This exercise has been planned with the following features: 
1. For the first time, integrated practice of all the items at Kuosheng NPP and thorough inspection on overall response capacility will be conducted.
2. For the first time, the security guards at Kuosheng NPP will join the exercise to demonstrate physical protection and anti-terror operation. 
3. Based on the effective statistics compiled by the nuclear emergency respose center as well as the radiation monitoring and dose assessment center, in-depth exercise will be conducted, so as to enhance decision making capability.
4. The exercise will be simultaneously conducted by each center, so the vertical and lateral commanding, supporting, coordinating and communicating capacities can be pragmatically tested.
5. As planned by the regional nuclear-emergency response center, the 8th physical evacuation demonstration will be staged (attended by 600 participants). 
6. The support center will station in the incident command post to integrate the peacetime and wartime situation during exercise.

With the training through nuclear emergency exercise, we may inspect all levels of government agencies' ability to deal with emergency and identify the potential problems so as to further review, improve and eliminate blind spots in disaster supporting and rescue actions. Through the exercise, each participating center and personnel may become more aware of their authority and responsibility, so teamwork can be further strengthened. In addition, through direct participation, the public's may be more confident in our government's ability to deal with the prevention and rescue of nuclear disaster.
