2006 Nuclear Emergency Exercise

The 2006 Nuclear Emergency Exercise took place at the Maanshan
Nuclear Power Plant from September 5 (Tuesday) to 6 (Wednesday). The agencies involved in this exercise include the National Nuclear Emergency Response Center, Pingtung County government and its subordinate units, the Hengchun township, the Kaohsiung Medical university-affiliated hospitals and the FuIng regional hospital, the Maanshan Nuclear Power Plant, the Taiwan Power Company headquarter and so on.
Eight drills had been planned and carried out in the exercise:
(1) The Maanshan Nuclear Power Plant emergency response drill.
(2) The Nuclear Safety Commission emergency response task force mobilization and operation drill.
(3) The National Nuclear Emergency Response Center mobilization and operation drill.
(4) The Regional Nuclear Emergency Response Center operation drill.
(5) The Radiation Monitoring and Dose Assessment Center operation drill.
(6) The Nuclear Emergency Support Center operation drill.
(7) The news release operation drill.
(8) The personnel decontamination and the medical treatment operations drill.
In Fig.1 timeline and scenarios of the exercise is shown.
On the first day, drills were focused on emergency response of the nuclear power plant itself, the activation of special task force of the Nuclear Safety Commission and the Radiation Monitoring and Dose Assessment Center. As the situation of nuclear power plant continued deteriorating, the National Nuclear Emergency Response Center, the Support Center, and the Regional Nuclear Emergency Response Center were all activated for emergency response on the second day.
In the morning of the following day, table-top drills on each forward command post was conducted simultaneously through the video conference system. In the meantime, real time practice on siren broadcasting, indoor sheltering of residents, environmental radiation detection and sampling, dose evaluation, and setup of traffic control check points etc were conducted. In the afternoon, medical triage and treatment was demonstrated at the parking lot of Fenchung airport. After the separate demonstration, a secondary (FuIng) and a tertiary radiological injury hospital were also arranged to demonstrate their decontamination and medical treatment capabilities.

2006 nuclear exercise was featured with the following:
- The National Nuclear Emergency Response Center and Radiation Monitoring and Dose Assessment Center carried out in-depth drill based on the actual calculated data, the comparisons of criteria etc to strengthen the decision-making function.
- Every center exercised simultaneously to test the vertical and horizontal conduction of message, supporting, coordination and communication abilities in a practical way.
- First time, the Nuclear Emergency Support Center's forward command post exercised at Wanjin battalion; by so doing the military was able to fully combine emergency situation with ordinary preparedness.
- First time, the Maanshan Nuclear Power Plant conducted a severe nuclear accident drill, which provided opportunity to examine its emergency preparedness in this regard.
