Welcoming the Year of the Horse: NSC Ensures Regulatory Safety of Radioactive Waste

In 2025, Nuclear Safety Commission (NSC) has implemented the regulatory oversight of radioactive waste safety, achieved zero radiation accident and occupational event, and promoted the safety of Independent Spent Fuel dry Storage Installation (ISFSI). NSC has issued the operation license of the outdoor ISFSI at Chinshan nuclear power plant (NPP) to Taipower company (TPC) in May 2025. Up to January 2026, TPC has completed 9 sets of dry storage canister loading, and would remove the spent fuels from the reactors at Chinshan NPP to enhance decommissioning tasks. Furthermore, TPC began the outdoor ISFSI at Kuosheng NPP in January 2025, and proposed the trial-run plan to the NSC for safety review in September 2025. The NSC has also undertaken safety inspections and audits on loading tasks and the installation of ISFSIs to supervise TPC in compliance with all safety requirements to ensure the public health and environment quality.
TPC submitted the construction license application of a new low-level radioactive waste (LLW) storage facility at Kuosheng NPP to NSC for safety review on 2 May 2025. NSC has invited experts and scholars to establish a review team to examine all application documents for safety requirement; in addition, NSC had displayed all application documents to the public, and conducted a public hearing at the Wanli District Office in September 2025, to comply with regulatory requirement, and to achieve information disclosure and public participation. TPC also submitted license renewal applications for both of No. 2 LLW Storage Facility at Chinshan NPP and No. 3 LLW Storage Facility at Kuosheng NPP to NSC for safety review in 2025.
To ensure the release of clean decommissioning wastes to comply with all safety standards, NSC has requested the waste release plan proposed by TPC to meet all best international standards and technical specifications; meanwhile, NSC not only undertook safety inspections, but also commissioned National Atomic Research Institute (NARI) to perform independent verification tests for the confirmation of material release criteria.
The Taiwan Research Reactor operated by NARI is currently undergoing decommissioning tasks. To promote the safety management of such tasks, NSC conducted safety regulatory meeting periodically to understand decommissioning progress and to request NARI to implement appropriate self-management. NSC also performed monthly inspections, annual comprehensive inspection, and program inspections to check that all activities in accordance with standard operating procedures and the approved decommissioning plan to ensure the decommissioning progress on schedule and the public safety.
Looking forward to the new coming year, NSC will continue to implement safety regulatory tasks and inspections on license review of ISFSIs and LLWs storage facilities to ensure the safety management of radioactive waste facilities.
