On September 11, the final day of the 2025 Nuclear Emergency Exercise, the focus was on land, sea and aerial environmental radiation monitoring operations. Coordinated by the Radiation Monitoring Center, and joined with the Army, the National Air Service Corps, and the Coast Guard Administration, the exercise simulated post-accident radiological monitoring activities. The drill demonstrated comprehensive radiation detection capabilities across sea, air, and land-based detection, showcasing the collaborative strength in joint response operations.

During the exercise, Coast Guard vessels transported Radiation Monitoring Center personnel to conduct sea water sampling and testing. The Army and the National Air Service Corps deployed helicopters for aerial radiation detection. On land radiation detection, area within an 8-kilometer radius of Maanshan Nuclear Power Plant, the Radiation Monitoring Center and Taiwan Power Company jointly carried out monitoring tasks, while the 8–16 kilometer range was assigned to the Army. The drill further demonstrated the use of UAV for radiation monitoring, with real-time data integration through Radiation Data Visualization and Integration System to support public protection decision-making. The drill of Sample Receipting and laboratory analysis were carried out by the Southern Backup Laboratory at National Pingtung University of Science and Technology.

Two unscheduled drill scenarios were also conducted on the day. The Army’s 10th Corps provided cross-domain support in conducting land radiation monitoring tasks, the Radiation Monitoring Center practicing contingency measures for malfunction at the Daguang and Longquan environmental radiation monitoring stations, as well as a road blockage in Daguang Village. Chairman Ming-Chen Chen of the Nuclear Safety Commission (NSC) observed the entire exercise and offered encouragement to the emergency response personnel.

With the support and cooperation of all participating agencies, the 2025 Nuclear Emergency Exercise concluded successfully after three days of comprehensive activities. NSC emphasized that this exercise covered on-site emergency response at the Maanshan Nuclear Power Plant, off-site public protection, radiation medical treatment, and wide-area environmental radiation monitoring. The exercise highlighted the coordination between central and local governments, the military and civilian sectors, while also allowing the public to experience public protection firsthand. NSC reaffirmed its commitment to continue guiding relevant agencies to strengthen their plans and ensure timely and effective response under all circumstances, as well as the safety of the public.
