The 2025 Nuclear Emergency Exercise -Day Two: Verifying Local Government Response Capabilities – Isolated Island Resupply and Resilient Community Exercise

On the second day of the 2025 Nuclear Emergency Exercise, the Pingtung County Government, in coordination with the Radiation Monitoring Center and the Army, carried out a series of  off-site public protection actions. The scenario simulated a worsening nuclear accident compounded by natural disasters, leading to transportation disruptions and isolated certain areas. In response, resilient community operations and interagency cooperation were activated to verify the coordination and execution capabilities of local governments working with central authorities during disasters.
 
In the morning, at the Daguang Community in Hengchun Township, drill of nuclear emergency alert were conducted based on a simulated plant accident. Multiple channels were tested, including the nuclear emergency siren, Cell Broadcast Service (CBS), location-based service (LBS), civil and community broadcasts, with additional support from the Police Broadcasting Service to ensure that emergency information could reach the public in the shortest possible time. Residents of Daguang were instructed to shelter-in-place, supported by disaster response volunteers and civil defense teams. Special attention was given to assisting disable individuals, while schools within the Emergency Planning Zone (EPZ) simultaneously implemented nuclear protection education. The Army also deployed helicopters to deliver supplies to isolated areas.
 
The exercise continued with the establishment of a backup radiological contamination screening station along Provincial Highway 26, as the original station was assumed to be unavailable. Personnel and vehicles underwent radiation screening and decontamination drills in contamination screening station. The scenario also included earthquake injured at the rest area of protective station. Rescue operations were carried out jointly by the Pingtung County Fire Bureau and local volunteer emergency teams. Evacuees from EPZ were later assembled at Fangliao senior High School, where the local hospitality businesses — for the first time—were engaged to provide shelter accommodations, enhancing flexibility and efficiency in evacuation support. To ensure educational continuity for displaced students, Manzhou Elementary School served as a host facility, ensuring student’s education would not to be interrupted.
 
In the afternoon, Fangliao General Hospital received simulated casualties from the Maanshan Nuclear Power Plant and conducted medical drills for injuries with radiation contamination. In addition, during the early stage of simulated nuclear plant accident classification “Alert”, drills were carried out at Nanwan Beach involving persuading tourists to leave and closure of scenic areas. Chairman Min-Jen Chen of the Nuclear Safety Commission (NSC) was present to observe the exercise.
 
On September 11, the final day of the exercise, land, sea and aerial environmental radiological monitoring will continue in Hengchun and Checheng Township. NSC will livestream the event through its official YouTube channel, and the public is encouraged to participate and learn more about nuclear safety preparedness measures.
