The 2025 Nuclear Emergency Exercise -Day One: Inclusion of Spent Fuel Pool Incident at a Decommissioning Plant

The 2025 Nuclear Emergency Exercise is being held from September 9 to 11, with the Maanshan Nuclear Power Plant taking the lead on the first day. Although the plant is already in the decommissioning transition phase with lower accident risks, 2025 Exercise adopts a scenario combining natural disasters with a nuclear accident. For the first time, drawing on international practices, the drill also incorporates a spent fuel pool hoisting incident to verify and validate the plant’s emergency resilience and response capabilities.
 
To examine the diversity and back-up of the plant’s water and power supplies, the first day’s drills included road obstacle removal using multi-functional bulldozer, water injection strategies for the spent fuel pool, activation of various backup power systems, and firefighting operations. The scenario also simulated that staff injurie and radiological contamination, who were transported to Hengchun Christian Hospital and Fangliao Hospital—both designated radiation emergency medical hospitals—for further treatment.
 
The Nuclear Safety Commission (NSC) emphasized that the Nuclear Emergency Exercise highlights real personnel and on-site operations. Each scenario was executed in full sequence without time-line compression. In addition, unannounced scenarios were played during the drill to assess the crisis management capabilities of response personnel under sudden and unexpected situations. In addition, on Sunday, September 7, NSC conducted an unannounced mobilization drill for Taiwan Power Company and Maanshan Nuclear Power Plant. All response staff successfully returned to duty within the required time, activated the emergency response centers, and established video communications networks.
 
The exercise will continue with off-site public protection action in Hengchun, Manzhou, and Fangliao Township on September 10. At 9:30 a.m., a nuclear emergency siren will be issued, with simultaneous notifications disseminated through the Cell Broadcast Service (CBS), Location-Based Service (LBS), civil and community broadcasts, as well as announcements via the Police Broadcasting Service. People will be advised not to panic upon receiving these alerts and are requested to follow the in-situ traffic guidance. NSC will also provide a full live stream of the drill through its official YouTube channel, welcome the public to participate online to better understanding of nuclear emergency preparedness measures.
