The Field Drill of the 2025 Nuclear Emergency Exercise,Organized by the Nuclear Safety Commission, Will Take Place Next Week

Following the completion of the tabletop exercise on August 7, the field drill for the 2025 Nuclear Emergency Exercise will be held from September 9 to 11 at Maanshan Nuclear Power Plant and its nearby areas and Fangliao Township in Pingtung County. The drill scenario will simulate a compound nuclear accident caused by natural disasters such as earthquakes and tsunamis, coupled with damage to the spent fuel pool at Maanshan Nuclear Power Plant. The Pingtung County Government, the Army, Taiwan Power Company, and the Radiation Monitoring Center of the Nuclear Safety Commission will jointly participate. The exercise will involve real personnel and on-site operations, including on-site emergency response and rescue, off-site public protection, as well as land, sea and aerial environmental radiological monitoring, to comprehensively assess national nuclear emergency response capabilities.
 
The first day of the exercise on September 9 will take place within Maanshan Nuclear Power Plant. The critical activities will include activation of backup power supply, multiple water injection into the spent fuel pool, firefighting response, road obstacle removal using multi-functional bulldozer, and medical treatment for radiological injuries. Learning on lessons from the 2024 Noto earthquake in Japan, the scenario is designed to examine the nuclear power plant’s resilience and preparedness under compound disaster conditions.
 
From September 10 to 11, the exercise will focus on off-site protective measures for the public and environmental radiological monitoring. Activities will include evacuation and sheltering of community residents, nuclear emergency broadcasting through the Cell Broadcast Service, persuading tourists to leave, the radiation protection education for schools, and care arrangements for vulnerable populations. The Army will deploy helicopters to deliver supplies to isolated areas, while the Radiation Monitoring Center, in coordination with the Army, the Coast Guard Administration, and the National Air Service Corps, will conduct simultaneous land, sea and aerial environmental radiological monitoring operations. Radiation detection and communication equipment will also be exhibited. Through these drills, it can verify the ability to respond quickly in the event of a nuclear emergency.
 
The Nuclear Safety Commission (NSC) would like to remind that exercises will be livestreamed via Youtube during the September 10–11, enabling the public to observe and better understand the government’s nuclear emergency preparedness and response mechanisms. In addition, nuclear emergency siren will be issued to Hengchun and Manzhou Township in the morning of September 10, along with notifications through CBS, LBS, and LINE groups. People traveling through the exercise areas should not be scared and to follow the in-situ traffic instructions. NSC underscored that the nuclear emergency exercise is not only a test of response capacity, but also an essential collective effort to safeguard the public, and welcomes the participation from all society.
