Nuclear Emergency Exercise - Day Two: Implementing the Nuclear Emergency Response and Preparedness Mechanism

On the second day, September 11th, the Nuclear Emergency Exercise continued in the Shimen District of the New Taipei City to verify the multiple disaster response capabilities. Various organizations participated in the exercise, including the New Taipei City Government, the Ministry of National Defense, and the Radiation Monitoring Center. The scenario included the situation of 2024 Noto Peninsula incident to enhance realism. Exercise items included the transportation of supplies in isolated area and environmental radiation monitoring.










This morning, drills were conducted to close recreational areas at the Shimen Cave parking lot. Following this, the radiation protection education was conducted at Shimen Elementary School to strengthen safety awareness. To respond to the isolated area situation, the military utilized a helicopter to transport necessities and medical supplies. Nuclear emergency sirens were activated at 11:00 AM through the Public Alert and Notification System, the Public Warning Cell Broadcast Service (CBS), Location Based Service (LBS), civil defense broadcasting, and Police Broadcasting Service in the Chinshan District, Shimen District, and Sanzhi District in New Taipei City, simulating an site area emergency at the Chinshan Nuclear Power Plant. Public protective actions including disaster resistant community operations, home sheltering, distribution of iodine tablets, and traffic control were also conducted. Notably, this exercise marked the first time that visually and hearing-impaired residents participated in the Nuclear Emergency Exercise, reflecting a commitment to inclusive disaster response.
In the afternoon, the Radiation Monitoring Center, the Coast Guard Administration, the National Airborne Service Corps, and the Ministry of National Defense collaborated to conduct land, sea, and aerial environmental radiation monitoring at the Huanggang Fishing Harbor to validate emergency response capabilities. This included unmanned aerial vehicle (UAV) radiation detection, and environmental sample analysis. All the radiation monitoring data will be integrated and provided to nuclear emergency response decision-maker by utilizing the Radiation Monitoring Data Integration System.
A collaborative effort involving central, local, military, and civilian cooperation, successfully concluded various drills. The NSC appreciates the efforts and hard work of the New Taipei City Government, the Radiation Monitoring Center, the Army Command Headquarters, the National Airborne Service Corps, the Coast Guard Administration, the Police Broadcasting Service, the Civil Defense Office, and all nuclear response teams successfully completed the drills and achieved the goal of training emergency personnel. These exercises were conducted to assess the operability of local government’s emergency response plans and related operational procedures while also allowing the public and students to understand the government's efforts in nuclear safety and protection operations.
