Celebrating the Year of the Dragon, the Nuclear Safety Commission Enhances Its Oversight of Nuclear Material Safety

In September of 2023, the Nuclear Safety Commission (NSC) completed its organization reform seamlessly, aligning with the safety regulations for the operations of nuclear materials. The NSC rigorously oversees the safe operation of nuclear power plants (NPPs) and radioactive waste facilities. In 2023, a record-low production of 112 drums of solidified waste was achieved, with no reported occupational safety incidents or abnormal radiation safety events. 

The NSC rigorously oversees the safety of the dry storage facility, and continuously inspects the annual integrated drills of the outdoor dry storage facility at Chinshan NPP to ensure that TPC keeps maintaining the technical capabilities for the spent fuel dry storage. The NSC also inspects the manufacture of storage casks for the Kuosheng NPP dry storage facility to ensure the product quality. To break through the development predicaments of the outdoor dry storage projects, the NSC convened discussions about the solutions with the Ministry of Economic Affairs. The NSC also continually urges TPC to carry out the indoor dry storage projects of nuclear power plants, and holds safety regulation meetings regularly to discuss safety issues related to facility design to be well-prepared for the licensing review.
 
To ensure the safety of the application for the construction of the low-level radioactive waste (LLW) storage facility at Chinshan NPP, the NSC invited scholars and experts to conduct a rigorous safety review. Additionally, the application documents were publicly displayed, and a public hearing was held in June of 2023 to gather local opinions. The NSC will issue the construction permit to TPC only after confirming that the facility complies with relevant safety standards.
 
The NSC regulates the Taiwan Research Reactor (TRR) facility decommissioning plan to ensure that it can be carried out on time and on quality. The biological shielding dismantling has been completed, and the test work of reactor vessel disassembly is currently underway. The NSC continuously confirms the appropriateness of the self-developed technologies by the National Atomic Research Institute, and the NSC's accumulated regulatory experience will contribute to enhancing the safety regulation technology of NPP decommissioning.
