Nuclear Safety Commission Established as an Independent, Professional, and Impartial organization to Enhance Nuclear Safety Regulation in Taiwan

The Organizational Act of the Nuclear Safety Commission (NSC) has  passed its third reading in the Legislative Yuan and has been promulgated by the President on June 21 this year (2023). The NSC is officially inaugurated today (9/27) and the swearing-in ceremony for Dr. Tung-Yang Chen, the first Chairperson of NSC, was held with Premier Chien-Jen Chen and other guests as witnesses.
 
In order to comply with the organizational adjustment of the Executive Yuan and to enhance the independence and efficiency of the nuclear safety regulatory authority, the operating model of the national nuclear energy and radiation safety regulatory entities is reintegrated. The Nuclear Safety Commission is therefore established as an independent agency for nuclear energy and radiation safety regulation reporting directly to the Executive Yuan. The “Fuel Cycle and Materials Administration” of the “Atomic Energy Council (AEC)” is merged into the NSC and the “Radiation Monitoring Center” is affiliated to the NSC as well. All these adjustments will boost the independence and objectivity of Taiwan’s nuclear and radiation safety regulation work so as to be aligned with the trend of global sustainable development and to support the transition of the national energy policy.
 
During the inauguration ceremony today, Premier Chen said that government organizations require constant fine-tuning in response to global changes so as to meet new challenges with fresh mindsets and new modalities. Premier Chen not only thanked the “Atomic Energy Council of the Executive Yuan” for its past efforts in safeguarding the radiation safety for the nation and the environment, but affirmed the progress made by the AEC on the response to the discharge of tritium treated water from Fukushima, Japan. He expressed hope that the NSC will continue to build on the foundations laid by the AEC and shoulder the burden associated with the regulation of nuclear waste, nuclear safety, and radiation safety during the transition phase of the national energy policy.
 
Dr. Tung-Yang Chen, the first Chairperson of the NSC, indicated that the NSC will be responsible for the regulation of nuclear waste, nuclear safety and radiation safety in the future. Supervisory activities and supporting regulations will also be strengthened in line with international trends. Regulation of nuclear power plant safety, radiation safety, the disposal and storage of radioactive waste, as well as the emergency response mechanisms for nuclear accidents and radiation disasters will all be refined as well. Chairperson Chen stated that the establishment of the NSC is just the starting point and more difficulties remain to be overcome in the future. To ensure the sustainability of the environment and our future generations, he looked forward to working together with his colleagues to demonstrate the independence, professionalism, and objectivity of the NSC. He also hoped for more support and encouragement from all parts of society for a new organization like the NSC.
