2026 Managing Cyber Risks Workshop

To strengthen cybersecurity capabilities and awareness for Industrial Control Systems (ICSs) at nuclear facilities, improve the identification, assessment, management of risks associated with Critical Digital Assets (CDAs), and deepen technical cooperation between Taiwan and the United States in the field of nuclear security, the Nuclear Safety Commission (NSC) invited experts from the U.S. Department of Energy’s National Nuclear Security Administration (DOE/NNSA) to Taiwan to jointly host the “2026 Managing Cyber Risks Workshop.”
 
The training was led by two DOE/NNSA experts with practical experience in cybersecurity for ICSs at nuclear facilities. A total of 31 participants took part, representing Taiwan Power Company, nuclear power plants, the NSC, and the National Atomic Research Institute (NARI).
 
The training focused on establishing the fundamental knowledge and practical skills required for cybersecurity risk management, with hands-on exercises designed to enhance participant learning. The curriculum centered on cybersecurity risk management and protective measures, covering asset identification, consequence assessment, vulnerability exploitation, kill chain, mitigation strategies, cyber supply chain, and nuclear security culture. Discussions also incorporated international nuclear cybersecurity standards and case studies to promote technical exchange.
 
As nuclear facilities become increasingly digitalized and interconnected, cybersecurity has become an essential component of both nuclear safety and nuclear security. The NSC continues to strengthen its cybersecurity oversight of nuclear power plants through enhanced regulations and international collaboration, as well as the development of cybersecurity professionals. These efforts aim to improve the cybersecurity resilience of nuclear power plants, foster a strong nuclear security culture, and ensure safe, secure, and reliable nuclear power plant operation.
