Participants: Chaired by Dr. Bin Kao, Director, Nuclear Regulation Office, NSC, and Dr. Russell Felts, Director, Division of Systems Analysis, Office of Nuclear Regulatory Research (RES), Nuclear Regulatory Commission (NRC). The meeting was joined by US NRC’s delegates, NSC’s personnel and experts.

Event Highlights:
The Nuclear Safety Commission (NSC) convened the 2026 Taiwan-U.S. Bilateral Technical Meeting (BTM) at its headquarters from July 21 to 22. As a long-standing annual exchange, the BTM is hosted alternately by the NSC and the U.S. Nuclear Regulatory Commission (NRC). This year, the NRC delegation was led by Dr. Russell Felts, Director of the Division of Systems Analysis, Office of Nuclear Regulatory Research.

Following a courtesy call on NSC Chairperson Dr. Min-Jen Chen on July 21, the delegation engaged in extensive discussions with NSC officials and representatives from Taiwan Power Company, the National Atomic Research Institute, and National Tsing Hua University. The exchanges focused closely on nuclear power plant decommissioning, resumption of operations, nuclear emergency response, and nuclear safety regulation. Looking ahead, the NSC and NRC will continue to strengthen cooperation and exchanges on nuclear power plant safety regulatory issues.
