2025 Nuclear Emergency Exercise International Observer Program: Sharing Experience, Building Resilience

This year (2025), the international guests observing the Nuclear Emergency Exercise included representatives from nuclear regulatory authorities such as the Japan Nuclear Regulation Authority (NRA), as well as international experts from the U.S. Department of Energy/National Nuclear Security Administration (DOE/NNSA). In addition, representatives from the offices of four countries in Taiwan—Australia, Germany, the United States, and the United Kingdom—also participated. In total, 9 international guests joined this year’s program.
To provide the international observers with a better understanding of the exercise and Taiwan’s emergency preparedness and response capabilities for nuclear accidents, the Nuclear Safety Commission (NSC) arranged a pre-exercise briefing on September 8. Through this international observation program, Taiwan and other countries can further strengthen the sharing of experience and closer cooperation in the fields of nuclear emergency preparedness and response.
During the three-day exercise from September 9 to 11, the international observers visited multiple sites and observed both onsite and full-participation drills. This event not only facilitated international cooperation but also provided valuable feedback from the observers, which will be used to enhance future exercises.
