2025 Response Force Technical Exchange and Tabletop Exercise

In order to enhance the resilience of Taiwan’s nuclear power plants, assess the effectiveness of their physical protection systems, and promote technical exchanges between Taiwan and the United States in line with the latest international practices, the Nuclear Safety Commission (NSC) invited the U.S. Department of Energy / National Nuclear Security Administration (DOE/NNSA) to co-organize the “Response Force Technical Exchange and Tabletop Exercise” training course in Taiwan.
 
The course featured three nuclear security experts from DOE/NNSA as instructors. A total of 28 nuclear security personnel participated, representing National Tsing Hua University, Central Police University, the Second Special Police Corps of the National Police Agency, Taiwan Power Company, Chinshan Nuclear Power Plant, Kuosheng Nuclear Power Plant, Maanshan Nuclear Power Plant, NSC, and National Atomic Research Institute.
 
In addition to classroom instruction, the course incorporated the latest U.S. simulation software to conduct tabletop exercises. Red team–blue team confrontation drills were held under various threat scenarios, allowing participants to apply their emergency response knowledge in nuclear security events, identify facility vulnerabilities, and determine critical paths. This ultimately strengthening the physical protection of Taiwan’s nuclear facilities.
 
As a member of the international community, Taiwan has a responsibility to ensure the safety and security of its nuclear power plants. With ongoing advances in nuclear security technology, the NSC remains committed to promoting international collaboration, adopting global best practices and training programs, and cultivating professional talent to further strengthen nuclear facility protection across the country.
