Nuclear source material & nuclear fuel

 Nuclear Source Material
The Nuclear Safety Commission (NSC) shall regulate the possession, use, import, export, transit, transshipment en route, transport, storage, disposal, assignment, leasing or pledge-setting of nuclear source materials. The NSC shall do this in accordance with related stipulations in the "Nuclear Materials and Radioactive Waste Management Act", "Enforcement Rules for Nuclear Materials and Radioactive Waste Management Act" and "Regulations for the Nuclear Source Materials Operational Safety Management". 
For applications relating to the import of nuclear source materials, the safe transportation, storage and use of the materials shall be strictly reviewed, and this task shall be co-regulated with the Directorate General of Customs, Ministry of Finance. The NSC shall implement both routine and reactive inspections of the nuclear source material storage facility of the National Atomic Research Institute (NARI) for safety and physical protection measures. The NSC shall also implement reactive inspections of those using small amounts of nuclear source materials utilities to verify their compliance storage status.

According to "Regulations on Nuclear Source Material Mining and Mineral Management", nuclear source material mines and minerals shall be co-regulated by the NSC and Ministry of Economic Affairs and other competent authorities.

 Nuclear Fuel
The NSC shall regulate the possession, use, import, export, transit, transshipment en route, transport, storage, disposal, assignment, leasing or pledge-setting of nuclear fuel used in nuclear facilities. The NSC shall do this in accordance with related stipulations in the "Nuclear Materials and Radioactive Waste Management Act", "Enforcement Rules for Nuclear Materials and Radioactive Waste Management Act" and "Regulations for the Nuclear Fuels Operational Safety Management", 

When applying to import nuclear fuel, the applicant shall first submit a security control plan and transport plan, and the NSC shall refer those to those local governments en route for comments. Only after the review and approval by the NSC, shall the import of nuclear fuel be processed. The NSC shall implement routine and reactive inspections on each nuclear facility to ensure its on-site nuclear fuel storage facility complies with the related safety regulations.

To reduce impact on local traffic and to ensure the security of nuclear fuel, Taiwan Power Company (TPC) always carries out nuclear fuel transport drilling after midnight. The transport is escorted by armed policemen with communication equipment. In addition to the regulations stipulated by the traffic safety authority, the nuclear fuel transport shall also comply with relevant requirements in the "Regulations for the Safe Transport of Radioactive Materials", which has detailed requirements for packaging, types of packages and labels, limitations on the contents of packages and radiation safety requirements during transportation. According to the "Nuclear Materials and Radioactive Waste Management Act" and "Regulations for the Nuclear Fuels Operational Safety Management", a transport plan and a security control plan shall be submitted to NSC for approval prior to transport. 

For the sake of transparency on nuclear fuel transportation and to show respect to the local governments, the NSC shall send the security control plan and transport plan to the local governments en route (Keelung City, New Taipei City, Kaohsiung City and Pingtung County) for comments. NSC staff shall attend the local public meeting held by TPC, and make a statement on the NSC's regulatory involvement. 

To ensure the safe transport of nuclear fuel complies with the terms of the authorization, before each shipment, NSC staff shall carry out inspections on land transport. The NSC shall check the integrity of the nuclear fuel transport packages, radiation safety, transport manifest, container trailer status and driver's health, as well as test drivers with a breathalyzer test (for alcohol). Where necessary NSC staff shall also board sea vessels to implement reactive inspections.
